Lockups in the Weapon Maker's shop in the Barren Region might be solved by shutting off some graphics settings, such as shadows. Freezes elsewhere in the game can sometimes be solved by restoring to an earlier point and work back to the point of the freeze.
The game locks up at the ax/windmill.
If after setting Compatibility mode for 9x, applying the game patch and and possibly the MS Visual Basic 6 Runtime update as well does not work, try this:

Set the game to run in Compatibility mode for Windows 9x. Try switching from 3rd person view to first person view (F1) or visa versa, and enter the hut without your weapon drawn. Also try do something in the realm of the gnomes that you haven't done already, come back to the shops and it should be working, even try walking in backwards You can also download a saved game that starts just past the point of the Lockup.
When entering the blacksmith shop after cut-scene the games freezes.
