DrMcCoy of ScummVM has looked at it, but the logic is hard coded, so is not a candidate for ScummVM. The game is a 16-bit Win only game, so it is not really much that I can do with it. Best bet is a legacy machine or a VM with Windows 9x.

I ran it without a problem under Windows 3x in DOSBox.
Sierra Chest creator, Sierra collector/curator.

Not a solution that I can do with an installer, unless you can talk MS into letting me distribute 3x for free.
