Looks like Beneath a Steel Sky, with that light over what I assume is a doorway... but the background looks all wrong.

The style looks similar to Bill Tiller's artwork. I'll venture a guess for Curse of Monkey Island, but I think I'm wrong.

Well, it could still be Bill Tiller if not LucasArts. He did start his own dev studio (Autumn Moon Entertainment). But I'm guessing it's not any of those games either.
